VA OGC states that the claims-agent examination may cover compensation and pension programs, claim procedures, appeals, agents' fees, and waiver of indebtedness. The examination is based primarily on specified provisions of Title 38.

Study the authorities, not just summaries

Build your outline around the statutes and regulations VA identifies. Secondary study aids are useful for explanation, but the controlling text should remain your anchor.

Practice issue recognition

Use original hypotheticals to identify the governing rule, locate the authority, and apply it to a new fact pattern instead of memorizing isolated answers.

Mix procedural and substantive topics

Claims procedure, appeals, compensation, pension, representation, fees, and related rules interact. Cumulative review helps prevent studying each subject as an isolated silo.

Track weak areas

After each practice set, record the authority you missed and why. Review missed concepts by statute or regulation rather than simply repeating the same question.
